Mr. O’Neil is a civil engineer with over 25 years experience including 12 years on Hispaniola split between Haiti and the Dominican Republic. He was living in the Dominican Republic when the earthquake hit. On the day after the earthquake, he drove to Port-au-Prince and took over management of the Pan American Development Foundation (PADF) - Haiti office. He remained in Haiti for the next five months directing PADF’s relief and reconstruction operations. He then moved to Washington, D.C. where he now supports PADF’s work in Haiti and throughout the Caribbean.
